is it better to mount the speaker inside the door in the stock place or is it better to mount it in the door panel??

NEVER mount to a flimsy piece of plastic like the door panel. If you're upgrading, either make your own, or find someone who will make you a decent bracket out of MDF. Then bolt or screw that setup TIGHT to the metal inside the door. It's totally worth it. All speakers need a clean, flush, SOLID surface to mount to.

wanna go through the explanation of how you would mount the speaker on the outside of the door panel properly, or just assume he doesn't want to do that? lol

make a simple wooden ring on the backside of the doorpanel. attach to door panel. u can predrill your holes. now make a similar type ring that is attached to the metal door panel screw it do the metal with hole for screws offset from your other trim panel. now you can put the door panel on the door and your door panel rind and your trim ring attached to the door meat up and cause a seal. now you screw the speaker to the doorpanel (thru both wood mounting rings) now your speaker is attached to the door panel and at the same time tight, secure and sealed up to the door. this can be done to show off the speaker, or if your dealing with a speaker that is just to deep to use a baffle and fit behind the door.
