99 cavalier won’t start

I recently obtained a 99 cavalier from my sister that’s has been raced before. It’s been sitting for about 9 years. I just replaced the fuel pump and cleaned the tank. Also replaced the filter. The damn thing won’t start. I’ve changed the dash cluster thinking it was the theft system and since it has been out in the weather. I can hear the fuel pump run, I have tested the injector pulse with noid lights. I have fresh fuel to the fuel rail, I tested spark with a very minor squirt of ether. It just won’t start and don’t know what else to do. Any input would be very appreciated. Thanks

Check the 5V reference, grey wire to the back of the car. If it isn't 5+ it needs to be.

The gray wire and black wire to the back are the only wire that need to be good. You can use the smaller black wire if you have a stock instrument cluster. That's the fuel gage.
