I'm looking to get a car just for the purpose of making into a track car and have been looking at two cars so far, the Honda Civic hatch(EF or EG chassis) or the Mazda Miata. I was looking at those two because of their modest price and tunability, right now I'm liking the civic more but want to get the opinions from the JBO.

HDPE is road course
so id definitely say miata by a wide margin

Miata, you can't get a better car for the price that that kinda stuff. You can even get Spec Miata's pretty cheap. Slap some cheap turbo kit, gut the interior and throw a roll cage in that bish. It's too easy.

Sorry about the HPDE confusion, I do like the Miata but I'm a little concerned about how well I will fit since I'm about 6'4.

well, you can forget that, then. my dad tried sitting in a first gen Miata and his head stuck above the windshield... he's 6'3' or so. I did sit in a new MX5 at the auto show last year and was relatively comfortable, and i'm about 6'2"
I drove a new Miata at the Mazda Zoom Zoom Live event, it was really comfortable. I guess I'll start looking for a good civic hatch then.
And you are worried about fitting in the Miata? At least you don't have to worry about hitting your head on the roof in that thing.

If you want to spend a little more money, but go at it with some syle, consider a Porsche 944 turbo. That would make a great track car.
