Yes you can buy the filler plates separate from the bumper, but they only came separate on the 95-99 Cavaliers.

ok what i'm trying to do is buy a bodykit from a 95-99 cavalier and put the rear bumper and side skirts on my 03 cavalier then buy the front bumper made for the 03 cavalier and sell the front bumper from the kit i buy!! will the rear bumper look outta place if i put it on??? i know the side skirts will fit!!

no. it won't look out of place. they're the same car just with different headlights and tail lights basically (and of course hood and bumper and stuff to fit around the headlights) but it would be like looking at a 95-02 rear with the red light bar.
