I am thinking about clay baring the cavalier. Will it take out some of the fine clear coat scratches? Also the paint feels slightly rough in a some spots, will the clay bar help make it seem smoother?

not really

the clay bar basically removes everything from the surface to get it clean. if you want to get out fine scratches you want a polish or a fine cut compound

Oh. I will have to go out to my dad's friends and see if he can help me then. He has all the necessary things that I would need to do that I think.

Darkstar is correct. clay just removes the fine contaminants from the surface. You will need some kind of polish to get the fine scratch's out.

So it should work on some of the roughness though? It bothers me that it shines so nice but if you feel the paint it inst very smooth.

Yes, the clay should make things feel a little smoother. A polish will get rid of the surfaces scratch and make things also look smooth.

Best bet for getting things smooth would be 3m rubbing compund. Get the very fine cut stuff.
