It's a generic eBay kit so quick, blame that! All jokes aside I think it may be something else, or a single component.
I just have the problem with the driver's side bulb kicking on initially, keep in mind it's cold as hell here in Michigan. Upon turning them on, it'll quickly flicker like charge was sent to it. Turn them off, turn them back on and it'll kick right on. It's just the initial turn-on after they've been sitting. Once it has been on you can turn it on/off repetitively without an issue. Being it flickers, the ballasts seems to be functioning, and clearly the bulb works fine so I'm stuck. Passenger side operates fine, but also is last on the harness so I'm thinking this is an issue with the first ballast (drivers) not getting the initial voltage to to fire properly? Possible?
I'm using the relay harness for direct power from the battery too so all the headlight switch does is trigger the relay, actual power is fed from the battery. My ground is all good, and before installing the kit I siliconed and used a ton of di-electric grease to prevent any moisture issues. I guarantee that's not to blame though as this happened almost instantly after the car sat.
It honestly doesn't bother me as they still function and it's not like I have to fight to get it to kick on, it just seems to be a fairly easy issue to troubleshoot and I just lack knowledge with them.
dont know what to say joe but my friend has an f-150 with them and they do the samething, g/l
swap the bulbs from side to side with the ballasts where they are. If it fallows the bulbs that's the problem. If it doesn't swap the ballasts from side to side, if it fallows that's the problem. If it doesn't its in the wiring on the side with the problem.

do you have them just pluged into your stock headlight harness? you might want to run a relay to run them.
I have the same issue with mine, doesn't bother me but it would be nice to know. Also it seems to only happen when it cold, like you said. Had them for about 6 months and no other problems with them.
Damn... mine do the same thing LOL. Even with a relay harness... weird. It doesn't bother me much though.
hmmm. mine function fine. ive had them for prolly 3 months now. wierd.
Its the cold and the fact they are cheap my slowdance did it too once it dipped down real low and started frosting.

Exactly my thoughts on it. Hell my HID's in the slowdance cost a few bucks more then the $125 I spent on the car

Im going to say its the bulbs. Same @!#$ happend with my fog lights.

Not the bulbs nor the ballasts! Strange. I haven't gotten to really test it though either, just the driver's side still fires slower than the passenger. I have a hard time blaming the harness, but maybe.
I originally had power going to the 10mm bolt on the engine-bay's fuseblock, so I also took time out now to install a new battery terminal to get power directly from the battery.
The harness also gets signal for the relay from the left headlamp, so I upgraded that fuse but doubt that served as much.
I had the same problem with mine also (The $61.99 shipped ebay special) I wired them to work on a switch and have had no problems since.
I have the same problems with the HID's I put in the 97. I put a relay in and the issue is still there...
I've just learned to deal with it, and over time it seems to have become less of an issue...
FIXED!
As of now. Wondering if the corrosion on that ring terminal just was preventing the full 12v to fire them. Both sides fire just the same now.
$50-something shipped HID's and $16 shipped harness prevails for now.
Very Nice, I still have the two orginal kits I bought 2 years ago, I don't see why people complain, proper placement of ballasts and secured bulbs are pretty idiot proof.

I also took precautions I'm sure many others fail to which are known weak points for the cheap kits. A tube of silicone and some di-electric grease could probably save a lot of people some hassle.
I'm hoping doing such provides good results for myself. If so I'll probably pick up a kit for the sedan.
Joe, are you using the HIDs in the stock Sunfire housings? If so, any chance of seeing some pictures of what they look like at night?
^When I had a sunfire front end I had a kit in mine, and lets just say you will be able to see road signs from very far away.
