Fog Light Restoration Question?

Finally got around to taking my fog lights out for some tlc. One popped a bulb and upon further investigation looks like it was due to some condensation. I pulled the breather hose off the back and found this strange material. Has anyone seen it before or know if it's stock or not? It doesn't let much, if any, air flow but may have been a safeguard to keep water out? All I know is that it's obviously no longer breathing at all so I'll probably be removing it. Anyway, here's the pic:

Pretty sure its a hydrophobic(sp?) material similar to goretex Allows the air to breathe but water to stay out.

That being said ive never pulled my drains off but id imagine its stock.
