Toyota is not getting fined because they have a dangerous product, but rather that they didn't report it when it was recognized.
Not only did they not report it, they did everything in their power to cover it up for as long as possible.
I wouldn't call the Ford/Firestone problem timely, since they spent so long blaming eachother. And they simply couldn't cover up the problem because it was causing deaths and was very apparent.
