My issue is that if it is true that the valedictorian was representing the school, this valedictorian should have been informed. If she was and knowingly broke the rules, then she got what she derseved. It sounds more like neither she school nor the district made this clear beyond a reasonable doubt (nowadays you have to make things crystal clear because we're all idiots).
The school could have easily xeroxed off a few papers with rulkes for the graduation that said "The Valedictorian/Saludatorians are representing the school and graduating class, and thus should prepare their speeches with that in mind--make sure it represents the graduating class and the school in its entirety, otherwise please leave it out."
To me, this wouldn't be hard for the school to do, and something they should have been doing for awhile since my high school had those with condut for everyone at graduation.
