The two different sizes your hearing (12mm and 15mm) are because the size of the shaft is 12mm, and the size of the head is 15mm. I would bet money on them being 12mm 1.75 thread. If you've already removed the part that's left, take it to the hardware store and match it. For the length, I seriously doubt it will be 100mm. It doesn't need that kind of depth. That's almost 4". It could be 60mm, though. If the bolt goes right through the bottom piece where it threads into, I'd go with the 60mm, as long as there is nothing to worry about it running into. Looking at the picture again, I would actually say there's a good chance they are 60mm, because the top part of the mount is pretty thick.
The other thing is that you can always get one bolt of low grade and see how it fits. A standard strength 12mm, 1.75, 40-60mm bolt will run you less than a dollar. If that fits properly, then get the high strength.
If your local dealer is BS'ing you, just tell them you'll get your parts elsewhere. They have the info.
